Ellis Elementary School is the namesake of longtime superintendent Dr. Rulon M. Ellis, who served in the capacity of superintendent for 23 years, retiring from public school life on July 1, 1987. Dr. Ellis' appointment was unique, as he was truly a product of the Pocatello school system, having entered first grade at Tyhee school and graduated from Pocatello High School. He obtained his higher education from Idaho State College and the University of Idaho. Upon graduation, Dr. Ellis returned to Pocatello High School in 1948—this time as teacher. From there he became an elementary school principal, and then advanced to district administrative positions.

At the cornerstone ceremony, held May 11, 1985, Dr. Ellis expressed, "I trust that this school will become an integral part of this community. I want it to be a place where children learn the skills they need to become successful citizens. I want it to be a place where parents feel welcome and where they feel they can contribute to and have influence upon the education their children receive. I want it to be a place where the professionals who work within the building feel support, develop a team effort, contribute their best efforts and develop a high self-esteem because of the results of their efforts." Dr. Ellis is a regular and beloved classroom visitor.
